Acting Insurance Commissioner refuses to stop selling OMNIA plans New Jersey’s acting Insurance Commissioner, Richard Badolato, has refused to halt the sale of OMNIA health insurance plans coming from Horizon Blue Cross Blue Shield of New Jersey.
